Jordan Harband 52a1e55574 [actions] run the fast suite on macOS and WSL too ...

macOS covers a case-insensitive filesystem and bash 3.2
(`/bin/sh`, `/bin/bash`);
WSL covers Windows.
Both run it as the Linux jobs do:
without a system node, with a PTY,
and on WSL as a non-root user with passwordless sudo.
